The American lustitute of Physics is holding a | astional conveation at the Sheraton Park in sushington | from 23 to 25 April. The Office of Personnel is willing to | Sot up any arrangements we might think sppropriste in the interest of trying to recruit during this conference. The Purpose of this nemorandus is to solicit your thoughts and desires relative to this possibility. 2, Ia recent years I have become Yory pessimistic | about the effectiveness of recruiting through either classified | ads or on the scoac of conferences. In fact, expressions from industry and government slike have shown thet these techniques which bave boon practiced vigorously simee Sorld ~ar 11 bave become less 2ad less fruitful and everyoac has boesn looking for now and better spprosches. At this point, however, 1 have sowe reason to believe that a trend im our favor may have started within the last mosth or su. Ads for S&T people | have been bringing woticeably better results. This experience | bas boen shared dy several other agencies besides ourselves, As a result we arc now preparing some ads to run in selected magasines which a survey of the reading habits of scientists and engineors would indicate are the most widely read. Further, there has boen an impressive sumber of c8ses where quite cute standing people have demonstrated am interest and desire to come inte the government service. 3. It is my impression that there ham been a distiact improvement in the image of the govormment service at loast | as it applies to scientists and engineers. Therefere, in the ince of these recent isdications which I am hopefully thinking will become a trend, it further oceurs to me that perhaps the conforence circuit may onco again, st least at this particular timo, have potential. In view of tho uneasiness thet Seoms to oxist within private industry vhero parmsmescy of employmeat is uncertain and moro and more worry is heard about the health of the weonomy, couplod with the rising prestige of govera- ment employment, it occurs to mo that there may 4m fact be a number of people coming to this conference from various parts of tho country with the express thought that whilo in ¥ashington they night Soe what the govormsont has to offer. 4. 1 fully recognise that 1 may be readisg sose hopoful indication into rocent incidents which may in fact be omly isolated and unrelated happenings, but nomutheless I have an intuitive feeling that this Physics Conference in iste April might bo fruitful.
