BISOTNA advised the following regarding applicant: Initially a check in the amount of $1,080 was received by the University but it was returned with a notice that there was insufficient funds to cover the amount. The applicant then entered into an agreement with the University, a promissory arrangement was made to pay the amount. When he defaulted the University instituted legal proceedings.
