Note that Judge Marra is assigned to all of the federal civil suits, and also is the judge on the suit filing against the United States. Tein filed these ex parte and under seal and claims that all of the civil litigation has to be stayed because "the federal criminal action" is still pending. He discloses that a federal indictment had been prepared and that grand jury proceedings had occurred.
