In 2008, Epstein resolved a then-pending federal investigation being run by the U.S. Attorney's Office for the Southern District of Florida with a Non-Prosecution Agreement (the "Florida NPA"). The Florida NPA, which is by its terms binding only that office, purported to immunize not only Epstein, but a number of his alleged co-conspirators, including a "booker" based in New York and responsible for scheduling Epstein's "massages" with under-aged girls.
