E.g.: Report was "obtained by The Associated Press" (per AP on 11112) and was "obtained by NBC News" (per NBC News on 11/13) and was "was made public Thursday" (per ABC News on 11/16) and was "obtained by The Daily Beast" (per Daily Beast on 11/16). Although the department didn't do so, the Miami Herald and its parent company, McClatchy, obtained a copy on their own." Also: "A summary of the report was issued last week. The fuller document, provided to members of Congress, who requested the inquiry, was obtained by the Miami Herald and its parent McClatchy." Note, too, that the CVRA appellate case petitione sought to supplement the 11th Circuit en bane rehearing ed. record with the OPR report, but the court declin to o so, on grounds that the reconsideration was limited to two issues: whether the victims' rights act applies before charges are filed against a defendant and, if so, whether violations of the act can be enforced with an independent court action.
