Present for the interview were SA States Attorney SA , United , AUSA and After being advised of the identity of the interviewing Agents and the nature of the interview, BERTRAND provided the following information: BERTRAND was employed by the VIRGIN ISLANDS WATER AND POWER AUTHORITY (WAPA) from approximately 1990 through 2015. From 1990 until 2004 he was in charge of mapping the power lines and water mains for WAPA. In 2005 he became a Staking Engineer where his duties became surveying of new construction sites, determining where new electrical meters were to be installed, and how the power lines would be strung to that site.
