NOEL and THOMAS self-surrendered to FBI Task Force Officer (TFO) and Office of the Inspector General Special Agent (SA) at approximately 10:00am. After arrest processing was complete, at approximately 11:30am, NOEL and THOMAS were transported to SDNY by FBI SAs and , TFO , and SA . NOEL and THOMAS were processed and admitted by the United States Marshal Service (USMS) and then met with both pre-trial services personnel and their Defense Attornies. Investigative Report - Conclusions and Recommendations: DOJ-OGR-00023461

The report concludes that MCC New York staff committed numerous failures and falsified records, compromising Epstein's safety and the security of the institution.
