From: Sent: Friday, August 23, 2019 12:21 PM To: Subject: JE Update The team here in NY provided me with the following note on Maxwell: As noted in our brief to the DD on Monday, Maxwell is one of four primary co-conspirators. One is cooperating and we are in contact with Counsel for the other three. We are not currently tracking Maxwell's movements on a daily basis. The situation is very fluid with respect to the strategic value of each co-conspirator and the manner in which we could use them as a cooperator. To that end, a Material Witness warrant could be counterproductive. Additionally, we're working to interview (and re-interview) some victims whom we believe can provide information on the co-conspirators. Based on the volume and quality of information provided by the victims and conversations with Counsel, we're working to prioritize the arrests. Based on what we have right now, we do not envision a scenario where we'd coordinate the simultaneous arrest of multiple co-conspirators. Based on this information, I think we are comfortable with our efforts to communicate with Maxwell. We discussed other options regarding her travel but without a warrant these options have a limited impact on the travel of a US Citizen. The next two weeks or so will be key in determining the next steps for the co-conspirators. Regarding the updates, as you know we were doing a daily update to CID. This was reduced to two times a week based on the current pace of information. Significant matters are briefed immediately. If the Deputy or others need a more frequent briefing pace or briefings by specific times to accommodate meetings with DOI, please let me know.
