Labor Subcommittee: • We have identified starting points for conducting labor trafficking trainings for law enforcement, including roll call messages (Safe Horizon working with UJC), specific NCOs in Brooklyn and refresher trainings at the Academy (NYSDOL to be main point) • Discussed new federal guidance for USDOL authority in certifying for Ts and Us - guidelines are in the process of being internally clarified and Sonia can provide an update after those conversations • Discussed better identification of child labor trafficking: sometimes present in forced marriage; difficulties in doing outreach within the Hasidic community, where the Brooklyn CAC sees some trafficking and abuse; want to explore this further and potentially devote an entire TF meeting to this topic • Focus on other labor industries: fairs/carnivals, fashion industry (maybe partnering to table during NY Fashion Week - Anita to follow up with her contacts), construction (bring in rep from NYS Insurance Fund, which underwrites these policies and reps from worker rights centers), hospitality (bring in rep from major hotel brands - Marriot and Hilton), transportation (Uber, Lyft and TLC) • Need to address labor exploitation and trafficking from the ground up via grassroots outreach to workers, who report abusive conditions and provide information on other potential victims EFTA00148368 Shelter subcommittee: • Still need completed questionnaires from housing providers within TF re how many beds they have, how many victims they were able to house, and how many they could not accommodate (responses so far from Restore, My Sister Place and Womankind); need to track how many external referrals an org could not accommodate! • Members requested more information on how SH Hotlines operates - will invite rep to next Shelter subcommittee meeting • Members would like reps from public shelters to discuss options and what those public housing processes look like, so clients are better informed • Foster care: domestic children tend to be placed in foster care and unaccompanied minors are placed by ORR - difference in placement and treatment; Covenant House noted that 98% of their youth clients had foster care or failed adoption experience, and that re-trafficking can occur through re-engagement with families or by older partners Reminder that our August meeting is cancelled and we will reconvene on September 10th from 11-12 pm at KCDA for the next full Task Force meeting.
