The Washington Times (1/15, Mordock, 492K) reports that the FBI's proposal "to prevent future blunders in its applications for Foreign Intelligence Surveillance Act warrants was blasted as 'insufficient' Wednesday by the adviser overseeing the bureau's reforms: David Kris said Director Wray's proposed actions are not enough to ensure the court's confidence in future applications. In a brief filed with the FISA court, Kris said, "These efforts are a reasonable beginning, but they are not sufficient and should be expanded and supplemented." The Washington Examiner (1/15, Dunleavy, 448K) reports that Kris wrote in the filing, "Standards and procedures, checklists and questionnaires, automated workflows, training modules, and after-the-fact audits are all important, but they cannot be allowed to substitute for a strong FBI culture
