In the conclusion, you say: "In light of Epstein's failure to abide by the term of the Agreement, the Office intends to proceed to prosecute Epstein." I would suggest that it be reworded to say "In light of Epstein's failure to abide by the term of the Agreement, the Office will consider prosecuting Epstein."
