I was recommended to contact you, as you may be able to assist me in Gabon in securing meeting with the
president or the relevant government officials to discuss a number of issues....
These are the few themes we would be interested to discuss with Gabon. The main ones relates to the
following: We are a leading mining bank and Gabon has one of the largest iron ore mine in West Africa,
Belinga.The government awarded the deal in 2006 to a Chinese company, China National Machinery and
Equipment Import and Export Corp (CMEC), but no work has been done beyond feasibility studies. Given
the Chinese Mining aspects of this situation, we think Standard Bank could be relevant. This project is high
on the government agenda.
Also, we would like to discuss how Standard Bank can help Gabon convert its "non-functional / non-
revenue" foreign currency loan into its "functional / revenue" currency...so as to protect the Sovereign from
fluctuations in FX rates as well as interest rates
Another item to discuss is how Standard Bank can help Gabon lock-in low interest rates in the current low
rates environment on its outstanding floating rate loans...
Additionally, Standard Bank will like to discuss how it can help Gabon protect its revenue stream from oil
production in the event that oil prices begin to fall...

Finally, Standard Bank will like to assist Gabon on its proposed new Eurobond issue as well as provide
funding for various infrastructure projects the sovereign wants to embark on....
