As for the laying out of the roads - he can do it conceptually on the maps BUT- the VI Code requires that you obtain an earth change permit. This is usually a fairly quick process and we can do it in advance of the submission of the permits for the docks. In fact -we can probably get it done in the next month. I'll send along a list of the documentation that we will need in order to get the permit done quickly.
