Dear Julie,
, "James Anderson"
"Lawrence H. Summers"
I am following up on a request by Mongolian Prime Minister Saikhanbileg. He met with Professor Summers
and would like to have him visit Mongolia to discuss the economy and economic policy with key decision
makers including the PM himself.
The background to this is that the PM is facing a delicate balancing act. With the sharp decline in commodity
prices Mongolia needs economic and policy adjustment, but the politics of this is hard to navigate not least
because next year is an election year. I think he wants professor Summers to bring an independent, highly
credible voice to the debate.
Since I knew that professor Summers was coming to Beijing I opportunistically contacted Fred Hu to reach out
to you to make this happen.
We would be most pleased to have Professor Summers in Mongolia, even if only for a day or so. Ulaanbataar
is only 2 hours flying away from Beijing. We would host professor Summers and give him the support he
needs to credible engage with policy makers, and public and press if needed/acceptable.
We would cover his trip and would provide a fee. Unfortunately we are constrained by World Bank rates for
consultants, the maximum of which is about $1500 per day. We can be somewhat flexible in the number of
days.
I sincerely hope that professor Summers is interested in this assignment. If so, we would need to act fast as we
would need to arrange the trip and a contract.

Please let us know of Professor Summers' interest and availability soonest so we can put things in process. I
copy Jim Anderson, world bank country manager in Mongolia, who will need to be involved in following up as
I will be traveling to Europe in a couple of hours. He would also be Professor Summers' host in Mongolia.
Many thanks in advance and I hope this will work out.
Best regards,
Bert

I'll discuss with Larry today. If Larry wanted to consider going Mongolia prior to heading to Beijing would
that be an option?
