I would like to make a few observations on the proposals. Note that I will not have exact dollar amounts until I get some land and sea distances that we I am working on with Amy. I. We visited the dew desired landings on GSJ and they appear to be feasible. 2. We visited the proposed landing on St. Thomas where the existing landing from LSJ is located at Great Bay. It appears that you can save significant money on both the submarine cable length and the installation as I believe Amy can float that cable for you. However, I must caution you that this solution does not offer the redundancy or reliability as landing in Red Hook. You would have to obtain an easement to extend the pad, presumably from the hotel, and this design would produce what we call in industry a single point of failure and a dependency on one feeder. The design I proposed with the landing in Red Hook offered two separate landings coming from 2 different feeders. The most redundant and reliable design. Additionally. it provides a design that would allow for the sale of one of the islands without complications relative to the power system design if it ever came into play years from now. 3. The option brought to my attention of serving GSJ by connecting the radial feed to LSJ and using the proposed on land conductor to the site is very unreliable and not recommended. 4. My recommendation, if cost savings from the original design is desired, would be to run the submarine cable from Red Hook to GSJ. Order the reel of cable for the GSJ-LSJ interconnection with the order but store it for a later time and defer the on land cable from LSJ to the site on GSJ until a later date. I can be available to discuss these findings. When a final decision is made, if an alternate to the design approved by WAPA is selected, I will have to formally submit a new drawing and obtain a new approval. Additionally, we need to give Mr. Bryan the approval to get the switchgear as soon as possible to avoid extended lead times becoming a factor.
