The system automatically purges them due to regulation requirements. I've already received the new account does and am trying to see if I can push them through with the KYC on file since it was approved less than a year ago (Feb. 24, 2014). We may be able to open without an updated KYC since we're coming in just below the 1 year threshold. This is because it never had a balance in the account and the system purges any account that has zero balances for over a year. Let me know if you'd like to stars that process.
