the idea for you to forward to both gagawi, and mohamed, woudl be for the gov't tp buy up real
estate, in exchange for a long term note. . maybe with some participation upside. lets say ,
payable in 10-15 years. thye would then sell the apt s for cash in an amoun that reflected the
added amount that a residency visa could command. It would be a back door way of raising
debt. It would have the use of the cash from the sale of the apts . and only need to pay it back
upon maturity of the notes.
