After we left, I realized that NSF and NIH grants are always given for 3 - 5 years. This is
necessary so that the researcher has enough time to complete a complex project. BUT (and here's
where your comments come in) the researcher has to write a progress report each year, and if s/he
just sat on the money or abused it in some way, the rest may be taken back. This "innocent until
proven guilty" approach is different from what you seemed to be proposing (if I understood you
properly), which is essentially providing only enough for a short period and then seeing how
things go before providing more.
Silicon Valley operates in a similar way to NSF and NIH in this respect. SV does front load large
amounts--but they don't then just walk away. For example, they gave Ben 25M, but have kept him
on a short leash. If he were to screw up royally, I'm sure they would not just sit on their hands.
